Do I have to make up a contract for short-term two-hour editing jobs with a liquidated damages provision?

Termination of Contract. Either party hereto may terminate this contract at any time, for any reason, by transmitting a writing to the other party providing notice of such termination. Within five (5) days of any termination Author shall pay all charges due Editor, and Editor shall return to Author all property of Author, including the Work and all copies thereof. Termination of contract by Author prior to the first billable hour shall result in a charge to Author of fifty (50) dollars as liquidated damages.

Looks fair to me. It will make people think twice before signing it, and you won't have to deal with those writers who aren't serious about their work.
